Yes. The FSFC Card can be used to withdrawal cash from ATMs. Your FSFC Card has a cash withdrawal limit of $1,000 per 24 hours. The withdrawal amount is deducted from the available balance.
The FSFC Card can be used everywhere Debit MasterCard cards are accepted, at more than 29.4 million MasterCard® merchant locations.
Only the person to whom the card is issued may make purchases or withdrawals.
What happens if I need to return an item I purchased with my card? [back to top
Each merchant location has its own return policies and will handle the returns in the same manner as any other MasterCard® transaction. They may credit your FSFC card, provide a cash refund, or a store credit.
The card's available balance is probably less than the purchase amount. You may inform the merchant of the remaining balance on the card and use another form of payment to pay the difference, subject to the policy of the merchant. Also, please be aware that use of the FSFC Card at some merchants - for example, restaurants, mail-order companies, and cruise lines - requires the card have an available balance greater than the purchase amount to ensure sufficient funds for tips or incidental expenses.
Can the card be used at a gas station automated fuel dispenser? [back to top
Yes, the FSFC Card can be used at an automated fuel dispenser. The card may also be taken inside and used at the gas station counter.
Does the FSFC Card have an expiration date? [back to top
Yes. It expires 36 months after creation, as indicated on the front of the card.
No, only the State of Delaware can load value to the FSFC Card.
What types of fees might be charged against my FSFC Card account? [back to top
ATM Withdrawal: No fee is charged unless you exceed your two free transactions per month.
A fee of $1.00 is charged per withdrawal after your two free transactions per month.
NOTE: Some ATMs also add a surcharge.
ATM Balance Inquiry: $.40 per transaction.
ATM Denial: $.40 per transaction.
Inactivity: $2.00 per month after 12 months of no activity.
Teller Access / Over-the-Counter: $2.15 per transaction
Card Replacement (Lost/Stolen): $5.00 per card after your three free cards per 36 months.
Expedited Card Delivery: $18.00 per expedited request.
What happens if my FSFC Card is damaged, lost or stolen? [back to top
FSFC provides 24-hour toll-free support. Immediately report any problems or a lost or stolen card by calling 866-466-8897

A replacement card will be issued and any available balance will be transferred to the new card, less a $5.00 replacement card fee that will be deducted from the card’s available balance, if applicable. As long as the lost or stolen card is reported immediately, you will not be responsible for any unauthorized merchant charges.
